Deyron Labs graphic: OpenAI signs four agreements with Abu Dhabi entities, ADNOC, Abu Dhabi Government, Mubadala and a five-year Inception42 agreement, no amounts stated

What happened

The Abu Dhabi Media Office reported on 2 November 2026 that Sheikh Khaled bin Mohamed bin Zayed met OpenAI CEO Sam Altman and witnessed the signing of “four agreements between Abu Dhabi-based entities and OpenAI, spanning the government, energy and investment sectors.” The account is the Abu Dhabi side’s; we did not find an OpenAI post on the same page set.

Key details

  • Energy: ADNOC, G42 (through Inception42) and OpenAI signed an agreement the office calls “landmark,” making ADNOC “the first company in the energy sector to deploy OpenAI’s frontier technology,” running GPT models on in-country inference infrastructure in the UAE.
  • Government: the Abu Dhabi Government and OpenAI launched what the release calls “the world’s first AI-native Machine-Readable Government initiative,” with a first pilot in production for food-import processing at ADAFSA, run by the Department of Government Enablement.
  • Investment: Mubadala, Inception42 and OpenAI will work on investment analysis, opportunity identification and risk assessment.
  • Five-year agreement: Inception42 and OpenAI will “enable the adoption of frontier AI across government, enterprise and education” in the UAE.
  • Not stated: any dollar amounts, chip or capacity numbers, or terms. Newsletters also mention a $3.5 billion public-services plan and a possible OpenAI fundraise; the page we read contains neither, so we do not report them.

Why it matters

The agreements tie one of the largest AI developers to energy, government and sovereign investment customers in the UAE, with inference kept inside the country. That matters for organizations that need data to stay in-region, but without figures or timelines the scale of the commitments cannot be judged. The claims are the Abu Dhabi Media Office’s.
