What happened

On 1 October 2026, arXiv published “Fair Moderation, Equitable Access, and AI: arXiv’s Updated Rate Limit Policy”. It says arXiv “now limits submitters to up to two submissions per calendar month”. The policy took effect the same day and applies to all categories.

  • Limits: two submissions per calendar month, and three active submissions at any time (the active-submission cap has been in place since 2024).
  • Counting rules: rejected submissions count toward the monthly limit. Submissions on hold from a prior month do not count against the next month’s limit, but do count toward the active limit. The policy shows one effect of cheap text generation: platforms that rely on volunteer review are adding rate limits. Whether a flat cap catches low-quality submissions without slowing legitimate high-output authors is something arXiv says it will monitor.
